Read-only view for track coordinators

- One feature which is still missing and which has been requested several times by the Track Coordinators I've worked with is the following: being able to see what is submitted to other Tracks, or to other Reviewers, at least in some 'read-only' mode.
Let me be more explicit: it is very common that a person submits two (or more) very similar abstracts to two (or more) Tracks in order to increase his/her chances to be accepted. This procedure is a bit dishonest and should be prevented.
One way to prevent it would be that Track Managers (in the old system) or the Reviewers (in the new system) could see, even if in 'read-only' mode, the abstracts submitted to other Tracks or other Reviewers. Since this is not possible, what I was doing during ICHEP was to print periodically a book of all abstracts and sending it by email to all Track Managers of all Tracks. I know that other people are doing the same for other conferences.
In this new system, the issue is still there. Morevoer, now there is a possible further little complication: a person could submit two similar abstract to the *same* Track but if, for some reason, they go to two different Reviewers (for instance because one is a Poster and another a Presentation, and there is a rule that selects different Reviewers for Posters and Presentations) they would not know what the other is doing. This person could end up giving two similar Contributions in the same Track, which is weird.
Of course I understand that none of these points is dramatic, there is no overall inconsistency. Above all because the Conference Manager is able to see everything and should spot these cases. But I assure you that when abstracts pass the number of 1000 and they are very technical, the Conference Manager is swamped and cannot control this.
