Improve manage material menu

Description

In meetings display, the menu for each session, contrib, etc...is not really obvious, I mean, 'Manage material' is not what you are looking for if you want to upload, normally you look for 'upload material'. Any ideas to improve it?

We could show always 'Upload material' (shorcut to the upload popup, not the manage material popup) and the option 'Edit material' just when there is any....
